The DECIPHER project (Distributed European Community Individual Patient Healthcare Electronic Record) is a pan-European project to stimulate the development of technologies which will allow patients to access their electronic health records in any of the EU member states. With a dedicated fund of € 0.9mn available to work with successful solution providers to develop and test software tools, the objective of the project is to enable secure cross-border mobile access to existing patient healthcare portals. From anywhere in the EU, a patient will be able to use a mobile device to safely gain 24/7 access to elements of their personal health records, e.g. prescription data, emergency data, examination results and other health information.
