TRUSTECH is the UK partner for the DECIPHER Project

TRUSTECH is the UK procurement lead in a 1.2M Euro project to develop innovative mobile e-Health solutions.

The DECIPHER Project (Distributed European Community Individual Patient Healthcare Electronic Record)    is      is a pan-European project to stimulate the development of technologies which will allow patients to access their electronic health record in any of the EU member states.

The objective of the project is to enable secure cross-border mobile access to existing patient healthcare portals. From anywhere in the EU, a patient will be able to use a secure mobile device safely to gain 24/7 access to their prescription data, emergency data, examination results and other health information.

DECIPHER will deploy Pre-commercial Procurement (PCP) to stimulate and de-risk innovations in mobile patient ICTs. The Consortium consists of TRUSTECH (UK) ESTAV Centro (Italy), and TicSalut (Spain/Catalonia). A single, joint PCP activity will be issued. Suppliers will be challenged to build on outputs from epSOS, CALLIOPE, and LOD2, and advances in mobile technology.

 The project will develop a single joint PCP to commission suppliers aimed at delivering a secure cross-border mobile system to access E-PHRs with the following general features:

  • Security Services that will guarantee a secure information access, completely independent from the system where the user accesses and allowing an unmistakable user identification.


  • Ergonomics and Navigability Services that will allow presentation of the healthcare data in a personalized way easy to be understood by the individual patient.


  • Information Contribution Services that, according to the defined use cases, should allow patients to enter into their PHR all the information relevant to their individual healthcare.


  • Medical Devices Interface to provide the ability to collect patients vital signs data.


The CALLIOPE Network is part of the Open eHealth Initiative, which is driven by Member States health administrations. It represents a targeted effort aiming to establish an appropriately governed, composed and structured open forum, with the focal goal to support Member States to implement interoperable eHealth solutions, in close collaboration with the key stakeholders, including users, industry and payers.

 epSOSis a service infrastructure for cross-border interoperability between electronic health record systems in Europe. epSOS will test eHealth services in the following areas:


  • Patient Summary: Access to important medical data for the further treatment of patients
  • Cross-border use of electronic prescription services ("ePrescription" or "eMedication")

Furthermore, epSOS will test additional cross-border eHealth services in a second testing phase:




  • Integration of the 112 emergency services




  • Integration of the European Health Insurance Card (EHIC)




  • Patient access to data


     LOD2(Linked Open Data) is an EU co-funded project comprised of leading Linked Open Data technology researchers, companies, and service providers from across 7 European countries. Leveraging initial success across the Linked Open Data realm, the project is tasked with developing additional technology infrastructure and services that address new frontier challenges across government and industry.
